Born in Tokyo, Japan, Masaru Kawasaki was educated at the Tokyo Academy of Music, majoring in flute performance. After graduation, he continued performing while working as a professor of music theory, composition, and flute playing at Tokoha Gakuen University. At present his principal activities are composer, conductor and music director of the flute choirs "Musica Fiore" and "Musica Rosa" .

Masaru has received many music awards, including the Composition Prize of the Ministry of Education and the NHK (Japan Broadcasting Corporation) Presidential Composition Prize at the National Arts Festival in Japan. He also received the UNESCO fellowship for composers in 1966-1967 under which he visited the United States of America for further research and study in composition under the tutelage of composer Vaclav Nelhybel and Professor Vincent Persichetti at the Julliard School of Music . His numerous works have been published in Japan, U.S.A. , Germany, Holland, and Belgium.
Masaru directed the 1st "International Youth Musicale" in Shizuoka, Japan in 1979, and has continued to direct the musicale through the 6th and most recent one in 1994. He was invited to premiere his works at the "Festliche Musiktage" in Uster, Switzerland in 1971,1974,1977, and 1981.

He has served on the judges' panel at numerous competitions, including the 6th annual "BUNDESMUSIKFEST" in Freiburg, Germany in May 1986; the International Contest of Symphonic Bands in Valencia, Spain in July 1990; the 2nd and 3rd annual KOBE International Composition Contests for Flute Composition in 1987 & 1991; the 8th annual "CONCORSO INTERNAZIONAL DI COMPOSIZIONE ORIGINALE PER BANDA" in Corciano, Italy in July 1997; and the World Championship for Marching Show Bands in Sydney, Australia in August 1999.
